Issue: This element indicates the first term the student enrolled at one of the credit colleges. It should return no matter what career the student basic information is tied to for the student. Currently, it is returning for students in CE and some students in CEHS, but not students with CAREER= UGRD.
Advisement: Return first term (if < current term) where student has STDNT_ENRL_STAT = E in career = UGRD. Return no matter if student basic information is for EMPLID in CAREER = UGRD, CE, or CEHS.
