Colleges that have not already been approved to offer a Baccalaureate Degree program must submit a substantive change application to the Department of Education before providing financial aid to students enrolled in the Baccalaureate Degree.

This only needs to be done once. Once approved, colleges can offer new Baccalaureate Degree programs without going through the approval process again.

  1. Create a new system track in the financial aid system (e.g. Campus Solutions) for Baccalaureate Degree Program students (upper division).

  2. Change and test the new Grade levels of 3-year & 4-year for the SUBLOANS and UNSUB LOANS.

  3. SAP – Policy must be updated for the upper division program.

  4. Review if new CIP codes are required, and make sure they match what is reported on your eCAR.

  5. CCPG – Not applicable.
