Student Services Support
The Baccalaureate Degree Program for California Community colleges establishes clear expectations for student success. This section delineates the various support services and regulatory expectations pertaining to student services and support programs.
Each college may have their own requirements based on program needs. This should only be used as a foundation for your implementation planning.
Federal Financial Aid for Baccalaureate Degree Program students
Students are entitled to federal aid (Pell) for a maximum of six full-time years, or attainment of a Bachelor’s degree, whichever comes first.Â
New Policy – California College Promise Grant (CCPG) Fee Waivers
All students seeking financial aid at City, Mesa, and Miramar College must submit a Free Application for Federal Student Aid (FAFSA) or California Dream Act application (CADAA) to determine eligibility. The FAFSA or Dream Act application is required for all financial aid, including the Board of Governors (BOG) Fee Waiver. To complete your FAFSA, go to https://fafsa.gov. To complete a California Dream Act application, go to https://dream.csac.ca.gov.

Loss of priority registration for students with 100 or more units
This regulation applies to all community college students. However, local districts have the discretion to provide exceptions for certain situations, such as high unit majors. Since the Baccalaureate Degree Pilot Program would be a minimum of 120 units, Bachelor’s degrees could be considered in local policy as high unit majors, allowing students who exceed 100 units to retain their priority.
CalWORKs, EOPS/CARE – Maximum Units
EOPS
EOPS services are limited to students with no more than 70 units of degree applicable credits at any post-secondary institution.
Certain restrictions apply for programs that require more than 70 units, at the discretion of the EOPS direction.
CalWORKs
CalWORKs requirements are determined at the county level. Please consult your county CalWORKs website: https://www.cdss.ca.gov/county-offices
Student Equity
College Student Equity plans that address the equity indicators would pertain to students enrolled in a Bachelor’s degree program under the same criteria as all students.
DSPS
The provision of academic accommodations and support services for students with disabilities would pertain to all students, regardless of program level.
Counseling/Education Planning
Counseling and education planning should be provided to students enrolled in Bachelor’s degree programs to ensure student success and program completion.
May need to assist two-year students who are admitted to Baccalaureate Degree Program in their first year, with accessing specific general education classes to ensure they remain on track to complete lower division requirements in two years.
Recommendation that counselors have familiarity with the corresponding associate degree program tied to the baccalaureate degrere.
Evaluations
Transcript evaluations will need to be completed as part of the process involved with admitting transfer students into the Baccalaureate Degree Program. Evaluation resources will need to be able to review transcripts and process them in a timely manner to meet admission deadlines.
Scholarships
Eligibility for various scholarship programs would be determined by the individual scholarship and/or program.Â

Library holdings for program are primarily:

Electronic databases
Plan to create a separate page on library website listing all resources for the program.
Completion of Certificates
There are no Title 5 restrictions on students who need to complete Certificates while completing Bachelor’s degree requirements – Local college programs may have restrictions, which would be a local determination.
International Students
International students would be eligible for a Bachelor’s degree program as specified on their I-20 approved by the college.
California College Promise Grant (CCPG)
The $84.00/unit fee assessed on all upper division classes that is part of a Baccalaureate Degree Pilot Program is not eligible for the California College Promise Grant (CCPG).
Fees and Tuition
There are three categories fees and tuition that are applicable to classes offered as part of an approved Baccalaureate Degree Program.Â
Enrollment Fee – Currently $46/unit assessed on all classes both lower and upper division.
Upper Division Coursework Fee – Currently $84/unit assessed on all upper division classes that are part of an approved Baccalaureate Degree Program. This fee is not required to be reported to the CCCCO for the purposes of state apportionment offset and is considered local revenue.
Nonresident Tuition – Assessed on both lower and upper division classes for all students who are not residents of California for tuition purposes.
