This element indicates if the student is included or excluded in the state report. See the EXCL_REASON data element to determine why the given case is not claimed in the state report.

Note that CLASS_NBR with a CLASS_STATUS of X (Cancelled) will have a INCL EXCL IND of "N" for CAREERS = CE, CEHS, and UGRD. Note that CLASS_NBR with a CLASS_STATUS of S (Stop further enrollment) will have a INCL EXCL IND of "Y" for CAREERS = CE and CEHS because positive attendance hours can still be claimed. No CLASS_NBR wheere CAREER = UGRD should have a CLASS_STAT = S (stop further enrollment) at end of term. Rather, schedulers should have changed the CLASS_STAT to X if cancelled or A if it remained active. Currently, class-level WSCH and FTES will not populate if CLASS_STAT = S, and thus, the class is effectively treated as cancelled. This is consistent with the state reporting logic. Please contact your schedulers to verify CLASS_STAT for UGRD classes with an S at end-of-term and have them change the class status in the system as appropriate.
